Insurance policies worth cash payouts at maturity are financial instruments which can be bought and sold. There is such an industry.

A Hedge Fund is willing to pay 80,000 Euro to an insurance company as a one-time premiums payment for it to issue an endowment policy to an insured. Such policy will be worth 250,000 Euro at maturity. This Hedge Fund will also pay 60,000 Euro to the insured to purchase such policy. This Hedge Fund will also pay 10,000 Euro to a management company as a management fees. A total of 150,000 Euro investment for a 250,000 Euro payout at maturity. This Hedge Fund is looking to do 30,000 policies at once. Therefore, 4.5B Euro to buy 7.5B Euro payout at maturity. I am forming a small team (2-4 people) to find 100-400 potential insured individuals in Hong Kong and China to participate. We will give them 1,000-2,000 Euro only instant cash to purchase rights to participate on their behalf. When we receive 60,000 Euro from the Hedge Fund, which is to happen when all 30,000 policies are signed up, we will share this huge profit with our investor. Some people in low income areas in China do not speak English or understand this business. They will not ever participate in something like this even if you beg them to. Why not give them 1,000 or 2,000 Euro to make them happy, and we keep the difference. This project will need some daily running around expenses, plus the 1k or 2k cash payments to potential insured.
